By the mountains in the background we think this is a Scottish estuary, painted in typical Ellis manner. Men chat on the pier, tide out their boats below them rest on the mud and smoke billows from the harbourside lime kilns. The pigments change quite a bit under different light so the second framed image is of it in sunlight. Signed, lower left.
